Leak detection receives the attention, but the repair and record system determines whether a programme works. A complete LDAR programme defines which equipment is covered, how leaks are found, what threshold applies, who repairs them, how closure is checked and how exceptions are governed. Programme support does not replace the permit, rule or regulatory decision that applies to your facility.
1. Establish the programme basis
Identify the permit, rule or corporate requirement; covered facilities and process units; substances and services; component types; survey frequency; leak criteria; repair timelines; exception rules; and record retention. Applicable Saudi requirements are confirmed for the facility.
Create a component register with durable IDs, equipment type, service, location, unit and status. Reconcile drawings with field equipment. Change management adds new components and updates removals or service changes.
2. Perform detection under a defined method
Method 21 uses a portable instrument and prescribed performance and procedural requirements to determine VOC leaks. Optical gas imaging visualises detectable gases under suitable conditions. Programmes may use one or both, but they are not automatically interchangeable.
Record instrument checks, route, environmental limits, background or camera context, component ID, operating status and observation. Inaccessible, unsafe or non-operating components remain visible in the coverage record.

3. Create a repair-ready action
The finding should tell maintenance exactly where the component is, what was observed, the method and criterion, and any safety or access note. Assign a priority, owner and target date under the programme. The facility controls isolation, maintenance and process safety.
Record the repair attempt, work order, parts and date. Preserve failed attempts and recurring leaks; they can reveal equipment or process causes requiring engineering review.
4. Recheck the repair
A work order marked complete is not necessarily a closed leak. Recheck under the programme method within the required period, link the result to the original finding and record equipment status. A failed recheck returns to repair.
5. Govern delays and exceptions
Some repairs require shutdown, parts or safety planning. An approved delay record should state the basis, authorisation, interim controls, planned opportunity and escalation. “Cannot repair” without a reason and next step is not defensible.
6. Review programme performance
Track survey coverage, leaks detected, repair attempts, recheck completion, open age, delayed repairs and recurring components. Estimated emission reductions need an accepted quantification method and should not be described as verified without independent assurance.

LDAR repair and recheck records: data fields that make the cycle work
At minimum, link the component ID, unit, equipment type, service, location, survey date, method, instrument, result, leak status, repair priority, work order, repair attempt, delay status, recheck and closure. Preserve media and calibration/check references. Add effective dates when components enter or leave the programme.
Role-based status changes reduce confusion:
- Surveyors detect and recheck.
- Maintenance records the work.
- The authorised programme owner approves exceptions under the governing rules.
When a component cannot be found or is unsafe to access, create a resolution action rather than quietly removing it from coverage.
Management review questions
Ask whether the register still matches the plant, which units drive recurring leaks, whether overdue actions share a cause, whether rechecks occur under the correct method and whether estimated emissions use an accepted calculation. Sample closed records back to field evidence. Review programme changes after shutdowns and modifications. These questions turn LDAR from a contractor campaign into an operating control, making coverage, action and limitations visible.
Programme change control
Shutdowns, equipment replacement, process changes and new units should trigger component-register review. Update effective dates and survey routes before the next campaign. If a leak definition, method or repair rule changes, document approval and how open records are treated. Do not rewrite historical status using a new rule without explanation.
Retain annual snapshots of population, coverage and open actions. This lets the inventory practitioner understand changes in estimates and helps management distinguish genuine performance from a smaller or differently defined survey population.
