What every proposal should say

A proposal should identify the facility or project boundary, sources and assets, reporting period, method or standard, data hierarchy, responsible personnel, field and laboratory roles, QA/QC, uncertainty treatment, deliverables, exclusions, schedule assumptions, safety/access requirements and document-control route. If results are intended for a regulator, lender, corporate inventory or public disclosure, that intended use must be stated before work starts.

Independence and reliance

Preparation and verification are different. We can help assemble activity data, reconcile records and prepare an evidence pack, but that work is not independent assurance of its own output. The verifier defines its own evidence needs and conclusion under the agreed assurance framework. Similarly, a field measurement does not certify an entire inventory unless the inventory practitioner has accepted its relevance and boundary.
