Start with the management question

Create a controlled metric dictionary
For each KPI, record the name, purpose, formula, numerator, denominator, unit, organisational and physical boundary, source systems, update frequency, baseline, target if authorised, data owner, reviewer, threshold, escalation and known limitations. Terms such as “renewable,” “recycled,” “avoided” and “verified” require precise definitions and evidence.
The dictionary should identify provisional and final states. Estimated or incomplete data need visible status. If a method or boundary changes, decide whether historical data are recalculated or a comparability break is shown.

Test KPIs before executive use
Run each proposed KPI for at least one historical or pilot period and ask data owners to reproduce it. Compare the result with operational events and check whether thresholds create sensible actions. If a metric changes sharply, can the team identify whether the cause is performance, production, boundary, factor or data quality? If not, the definition needs more context.
Review the scorecard with intended users and remove duplication. Show data status and last approval. Establish a comments and correction workflow so explanations do not live only in meeting notes. Before a KPI appears in an external report, reconcile it to the approved disclosure definition and evidence scope. An internally useful leading indicator may not be suitable for public comparison.
